Windows Server is not a consumer desktop licence
Server workloads and multi-user access have their own licensing and compatibility requirements. Do not assume a VPS includes a desktop edition of Windows or permission for any number of concurrent users. Microsoft’s Remote Desktop Services documentation explains client-access licensing; confirm the terms for the way your application will be used.
Allocate resources for more than the application
Account for the OS, security tools, databases, updates, and simultaneous sessions when planning memory and storage. Leave space for logs and maintenance. Test the actual application workload and its peak concurrency instead of selecting a plan from a generic user-count estimate.

Is RDP access the same as a multi-user desktop service?
No. Administrative access and a Remote Desktop Services deployment are different use cases. Confirm the required licences and configuration for end-user sessions.
Is Windows always better for .NET?
